Veterans Service Representative (VSR)

Make determinations as to the eligibility for the type of benefit sought to include questions relating to adequacy of military service, medical evidence and the evaluation of evidence of income, employability, dependence and relationship. Request examinations, re-examination or opinions to evaluate disabilities resulting from diseases or injuries. Review claims cases to assure all issues have been addressed, applies and interprets VA laws, including veterans' case law, existing statutes and procedures, precedent rulings and state law in the adjudication process. May conduct interviews in person or by phone with veterans, representatives and advocates to explain the full range of VA benefits and related programs. Prepare and release correspondence for use by other federal, state and local agencies. Utilize various electronic data processing (EDP) systems to input data for processing claims and generating automated correspondence. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-10 position you must have served 52 weeks at the GS-09. If you are requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-07/09/10 (or higher) and the promotion potential of your current position must be at least GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Provide a copy of your last or most recent SF-50, Notification of Personnel Action to indicate your current federal status.You must also submit additional SF-50(s) to clearly demonstrate one-year time-in-grade as required in the announcement. Specialized
Experience:
Demonstrated experience interpreting, regulations and applying laws required to explain, evaluate and recommend determinations of eligibility to claimant requests for services and benefits. To qualify for GS-07:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. To qualify for GS-09:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. To qualify for GS-10:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) The ability to request relevant medical or administrative evidence to make eligibility determinations. 2) Experience analyzing medical evidence, benefit and/or legal evidence to identify and recognize required actions for claim development, and 3) Experience in explaining program benefit entitlements and requirements OR, Education:
Applicants may substitute education for the required experience. GS-07:
Successfully completed one (1) full year of graduate level education or a Bachelor's degree with Superior Academic Achievement (3.0 GPA or higher) Superior Academic Achievement (SAA) is based on:

Successfully completed master's or equivalent graduate degree or successfully completed two 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Transcripts (official or unofficial) must be submitted when using any part of education to qualify. GS-10:
Successfully completed a masters, plus one half year of progressively higher graduate education; or 2 and half years of progressively higher graduate education Transcripts (official or unofficial) must be submitted when using any part of education to qualify. OR, Combining Education and
Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience .Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
