Human Resources Specialist

Incumbent serves as a Human Resources Specialist (HRS) at the local level who provides division and line officials with pertinent technical support and management advisory service. Serves as advisor and consultant to the Regional Office Director, Assistant Director, Managers, supervisors, employees and union officials; coordinates Human Resources Management (HRM) servicing work with the regional Human Resources Center in Jackson, Mississippi. Specific duties include:
Advise supervisors on various recruitment options to include Merit promotions procedures, Non-Competitive hiring authorities as well as internal and external hiring regulations. Provide advice and assistance to management on employee relations issues. Advise on actions concerning employee management communications, grievances and appeals, disciplinary actions and performance. Work with customers, both internal and external in such a way to enhance customer satisfaction; designs work processes and practices. Advise management officials on Union related issues, collaborate with union partners to foster cooperation and resolve employment disputes. Research laws and regulations and data in order to recommend solutions to problems. Prepare Position Descriptions, Crediting plans and Job Analysis for various internal positions. Administers and monitors OWCP to assure effective program operations. Provides information to employees on benefits, compensation, Employee Assistance Program and various other employee entitlements. Responsible for in-processing new and transfer employees. Directs the preparation of personnel action items such as:
promotions, separations, retirements, etc. Develops and maintains the agencies performance evaluation system for all employees. Respond to inquiries form job seekers, employees and other organizations. Train management officials on human resource policies and procedures. Draft recurring and non-recurring documents such as white papers, technical reports, manuals, directives and correspondence. Administers and monitors the Equal Employment Opportunity (EEO) and Reasonable Accommodation Programs to assure effective program operations. Work Schedule:

Experience:
Specialized experience is experience performing management advisory services for specific requests requiring research and applying human resources policies and practices relating to staffing, employee relations, or benefits. GS-09:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Guiding employees in resolving primarily common work-related or personal problems; Providing managers and employees with information and interpretations of the organization's HR policies, procedures and guidelines; Providing advice regarding appropriate levels of personnel actions; Providing counseling to employees on complaints or inquiries. Experience:
Specialized experience is that documents technical knowledge of and the demonstrated ability to apply federal rules, regulations, and procedures applicable to:
Personnel Management, Recruitment and Staffing, Classification, Employee Benefits (workers' compensation, retirements, and insurance programs), and/or Employee and Labor relations. GS-11:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Providing advisory services to managers and employees on a range of human resources concepts, laws and policies; Assisting management in solving a range of complex problems and issues; Participating in policy development groups or projects based on broad organizational requirements; Evaluating employee morale problems, excessive turnover, and instances of low productivity; Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasionally visits to activity work sites. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
